Commissioning sculpture: what makes it the most expensive thing to get wrong

Commissioned public sculpture in the UK costs between £8,000 and £150,000 for the great majority of works, with landmark pieces on major sites starting at about £250,000 and running into seven figures. A sculpture commission is an agreement to design, engineer, fabricate, foundation and install an object expected to stand outdoors, unattended, in weather, for decades. That last clause separates it from every other art purchase, and it is why sculpture is the most expensive form of public art to get wrong.
The object is only part of what is bought. A sculpture commission buys a design, structural calculations, a foundation, a lifting operation, a set of consents and a maintenance liability that outlasts everyone who signs the contract.
What a sculpture costs, and where the money actually goes
Sculpture costs fall into three bands, set by scale, material and how much engineering the form demands. No UK body publishes a price index for public art, so these are working ranges, not survey data: their width comes from who holds the fabrication contract, what the ground turns out to be, which consents bite and how long the work must stand.

Inside any of those numbers the money divides on the shape used for every commission here. The bands overlap and do not add to one hundred per cent. Sculpture sits at the fabrication-heavy end of them: expect the fee towards the bottom of its band and the making towards the top of its own.
Contingency is the line to defend hardest, and ten per cent is the floor, not the target. Below ten is a decision to overspend later: the ground and the fabricator’s programme both move in one direction.
The artist’s fee is a minority of the budget and the line most often mistaken for the whole of it. A brief that says £40,000 is not offering an artist £40,000. On the split above it is offering roughly £6,000 to £10,000 of fee, against a design that has to be engineered, fabricated, delivered and bolted to something. Engineering, ground investigation, the crane, traffic management and inspections sit in the same envelope. A first-time commissioner should assume the sculptor will subcontract most of the making, and should ask early who holds the fabrication contract, because that decision moves risk and VAT position between the parties.
Materials, and what each one asks of you over a century
Materials determine the capital cost and the maintenance bill, and the six used most in UK public sculpture behave in six different ways.

Two material errors recur. The first is weathering steel on a coastal or heavily salted site, where the protective oxide layer never stabilises and the piece simply corrodes. The second is putting GRP into a permanent commission because it was affordable, then discovering that a skin needing recoating well inside the life of the plinth is a recurring liability nobody budgeted for. Neither is the artist’s fault if nobody asked at brief stage.
The engineer, the wind and the foundation
The structural engineer is not optional, and their sign-off is the document that makes the sculpture insurable. A tall or broad form is a sail: wind loading is calculated under the Eurocode for wind actions and its UK National Annex, using actual site exposure, and it commonly governs the base connection rather than the weight of the piece. A 5 m steel form weighing little can generate more overturning force than a squat bronze of several tonnes.
Below ground, five things happen before the crane is booked. Commission a ground investigation. Search for buried services, drainage and vaults, the source of most programme delay on a town centre site. Design a reinforced concrete pad sized to the overturning moment, not to the sculpture. Cast holding-down bolts to the fabricator’s template, verified before the concrete goes off. Confirm the drainage so water leaves the base rather than sitting in it.
The commissioner also acquires legal duties. The Construction (Design and Management) Regulations 2015 apply to construction work in Great Britain, and Northern Ireland has its own separate regulations to the same effect. They place duties on the client, and the body paying for a public sculpture is the client: appoint competent designers and contractors, allow adequate time, pass on pre-construction information. A school or small trust running its first commission is frequently unaware this applies to them.
What it costs to get wrong, and what is spent afterwards
Remediation after installation costs multiples of prevention. A failed foundation on a mid-scale work means excavating around a finished sculpture, craning it out, recasting the pad and reinstalling, which can exceed the original installation budget outright. A corroding armature inside a sealed form is worse, because it cannot be inspected without dismantling. Removal is a project in itself: a 4 m steel work needs a crane, a road closure, a licensed carrier and a decision about where it goes.
Set a maintenance allowance at the start. A common asset-management rule of thumb, not a public art standard, is 1 to 2 per cent of capital cost a year for inspection, cleaning and repair, held either as a commuted sum handed to whoever will own the work or as a revenue line with a named owner. A commission with no maintenance owner gets neglected, then blamed on the artist.
Why any of this is worth doing
Public sculpture earns its cost when it does something a building cannot: it marks a place and gives an ordinary route a landmark people navigate and meet by. Those effects are also the ones most over-claimed in funding applications. A sculpture will not regenerate a town centre on its own, and a brief promising it sets the work up to be judged against a target it could never hit. The defensible case is narrower: a well-sited, well-made permanent work still reads as generous fifty years later.
